Swine flu 豬流感

美墨驚爆豬流感(outbreak of swine flu),墨西哥已有百餘人死亡,美國也有20人感染。所謂豬流感,英文叫swine flu,或epidemic of swine influenza,就像過去爆發的禽流感,叫bird flu。

據了解,這次病毒源於豬隻,經突變後傳給人,世界衛生組織(WHO)還說,這種HINI新型病毒會人傳人(a novel virus spreading from human to human),擔心可能爆發大流行疫情(pandemic)。1918-1919年的西班牙流感(Spanish flue pandemic)疫情就造成5千萬人死亡。1968-1969年香港流感(Hong Kong flu)也造成1百餘萬人死亡。

由於地緣關係,美國已有近百人感染這種病毒,美國疾病防治中心(CDC)和世界衛生組織正密切追蹤豬流感的散播,並備妥疫苗(vaccine),和1200萬劑量抗流感藥物「克流感」(Tamiflu)和「瑞樂莎」(Relenza)供民眾使用。衛生部門並已指示地方政府視情況安排學校停課,必要時命令出現病症的人留在家中,接受隔離治療。目前加州和德州已有多間學校暫時停課。在世衛組織警告這次豬流感有造成「大流行之虞」(pandemic potential)後,亞洲各國包括台灣也提高警戒,尤其對墨西哥的豬肉製品從嚴把關。

Mr. Moms 媽媽歐吉桑父代母職

經濟不景氣,過去在職場上呼風喚雨的高薪專業精英,不少人失業,結果現在小學門口有不少老爸混在老媽和保母之間,等著接孩子放學回家。這些父代母職、失業的一家之主有個暱稱,就叫Mr. Moms。他們彼此交換孩子活動心得,老爸彼此祕密握手(secret dad handshake),或可譯老爸互相通風報信。

不只小學,這些失業的「媽媽歐吉桑」也到超市、雜貨店採購,或在安靜的街道陪孩子散步。總而言之,由於媽媽還要上班,只好包辦過去媽媽或家庭主婦一切家務事。他們不像媽媽辦事圓融,他們往往直來直往。結果這些孩子反而感到有壓力,問題較多,孩子變得比較好鬥,但也比較鬱卒,很多家庭付不起房貸,只好把百萬豪宅賣了,如果父母換工作,孩子可能也得轉學到他們經濟能力許可的學區。

但這些媽媽歐吉桑並非一無是處,在學校預算吃緊之際,他們過去在商場的理財專長就派上用場了。何況父子間的感情也會改善,只是老爸得克服失業沒面子、傷自尊的尷尬處境。

Blue Card藍卡
卡也搞藍綠?沒錯。眾所皆知,世界各地有才識的專才(talented people around the world)都可以向美國申請綠卡(Green Card),這對有意在美國居留工作者等於是暢行無阻的護照。

歐洲聯盟也有意跟進,只要自認有一技之長,就可以向歐盟申請「藍卡」(Blue Card)。之所以叫藍卡,是因歐盟旗幟基調是藍色。今後只要藍卡在手,由於它是居住許可加工作簽證(the combination of residence permit and work visa),就可以到歐盟27個會員國合法生活、工作和旅遊。如果此議獲得各會員國政府同意,今年就可引進,屆時並將在全球發起廣告文宣,吸引合格的移民(qualified migrants)。

一如美國,歐盟最吸引亞洲和非洲移民。但因歐洲老化嚴重,加上工程、資訊科技、醫藥、健康照護和教師未來數年嚴重短缺,歐盟尤其希望這些人才可以踴躍申請,未來20年,歐盟將需要2千萬這些專業技術移民。

G2: China and the US
中美兩強夥伴關係

所謂G2是指中國和美國兩強,最早是由美國名經濟學家伯格斯坦提出來的。他認為,美國應尋求和中國發展真正的夥伴關系,以實現對全球經濟體系的共同領導,並創造可行的世界新經濟秩序(a workable new world economic order),從而消除雙方的貿易失衡。

前中國駐法國大使吳建民在華盛頓出席華裔精英組織「百人會」年會期間表示,其實所謂G2,不過是類似G3、G4、G7、G8、G20的概念。某些國家擔心,所謂G2代表中國想和美國共管世界。他強調,中國沒有這個打算,中方只想加強和美方合作,也樂見日本和美國加強合作,歐洲和美國加強合作。

吳建民指出,美國是世界唯一超強,中國是世界上最大的發展中國家,兩國合作肯定對世界發展有利。但這絕對不是當年美蘇兩極世界借屍還魂,也絕不是中美共管世界。隨著中國崛起,中國在世界起作用機會大增,這是毋庸置疑的。但中國發揮作用,是要和世界積極合作,不是要反對世界。當下中國就可以讓人民幣升值,以遏阻中國貨再倒到沃爾瑪,中國也可以創造一個國內安全網(safety net),鼓勵消費,而不是把25%收入存起來。美國也應掛保證,不會再亂印鈔票,使美元幣值跌跌不休,這個當前超強(superpower)和正在崛起的國家(the emerging one)有很多合作的空間。

It is one of those daily practices that has such a broad and deep effect that I think it merits looking at over and over again, from all the different perspectives. Sometimes, solutions to the world's biggest problems are right in front of us. The following statistics are eye-opening, to say the least.

Globally, we feed 756 million tons of grain to farmed animals. As Princeton bioethicist Peter Singer notes in his new book, if we fed that grain to the 1.4 billion people who are living in abject poverty, each of them would be provided more than half a ton of grain, or about 3 pounds of grain/day--that's twice the grain they would need to survive. A recent United Nations report titled Livestock's Long Shadow concluded that the meat industry causes almost 40% more greenhouse gas emissions than all the world's transportation systems--that's all the cars, trucks, SUVs, planes and ships in the world combined. The report also concluded that factory farming is one of the biggest contributors to the most serious environmental problems at every level--local and global.

Researchers at the University of Chicago concluded that switching from standard American diet to a vegan diet is more effective in the fight against global warming than switching from a standard American car to a hybrid.
美國芝加哥大學研究人員的結論是,將美國標準飲食轉換成純素食,要比將美國標準汽車轉換成油電混合車,更能有效地對抗全球暖化。

In its report, the U.N. found that the meat industry causes local and global environmental problems even beyond global warming. It said that the meat industry should be a main focus in every discussion of land degradation, climate change and air pollution, water shortages and pollution, and loss of biodiversity.
在其報告中,聯合國發現肉類行業造成的當地和全球環境問題,甚至超越了全球暖化。它說,肉類行業因該是土地退化,氣候變遷和空氣污染,水資源短缺和污染及生物多樣性喪失等議題上最主要的焦點。
